Citizens' Bond Oversight Committee

The Board of Trustees of the Santa Barbara Community College District is not currently seeking individuals to serve on the independent Citizens’ Bond Oversight Committee (“CBOC”) of the Measure V Bond program.

Proposition 39 Bond Election

On June 3, 2008, voters residing within the Santa Barbara Community College District passed Measure V under Proposition 39. Measure V is a $77,242,012 million bond measure which authorizes funding for needed repairs, upgrades, and new construction projects to the schools within the Santa Barbara Community College District.

Establishment of a Citizens’ Bond Oversight Committee

After a bond authorized under Proposition 39 is passed, state law requires that the Santa Barbara Community College District Board of Trustees appoint a Citizens’ Bond Oversight Committee. The committee was appointed in November 2008 using the application process.

Committee Responsibilities

In accordance with Education Code Section 15278(b), the Citizens’ Bond Oversight Committee shall:

  • Inform the public concerning the District’s expenditure of Measure V bond proceeds;
  • Review expenditure reports produced by the District to ensure that Measure V bond proceeds were expended only for the purposes set forth in Measure V;
